Specific goals and objectives need to be formulated to guide the SWP approach and its specific elements. The goals of the SWP approach should be developed at scale and in multiple dimensions.

SWP Goals should:

  1. Consider three conceptual scales:
    1. Temporal: SWP involves broader time scales than typical development projects, as social and political complexity increases with a greater geographic area.
    2. Horizontal: Getting to scale geographically (horizontal scaling) across the watershed by expanding the group of actors engaged in SWP activities.
    3. Vertical: Linking local SWP activities to national scale programs.
  2. Address the specific concerns identified in Component 2 and directly connect with potential hazards that have been inventoried.
  3. Meet or exceed existing and pending regulations and provide flexibility to incorporate future changes in regulations or laws.
  4. Have a clear timeframe.
  5. Be prioritized based on risk level and available resources.
  6. Become the foundation for the strategy that will guide the action plan development.

Proframe

Proframe is a framework that CRS uses to for conceptualizing, writing, selecting and measuring project performance indicators. It is not necessary for goal development, but can be very useful in project design and has been used by CRS SWP practitioners in Nigeria. The guidance manual is provided below as reference.

These frameworks are planning, management, and communications tools. The type of framework designers choose to use usually depends on donor demands. They are developed during the design phase and are revised as necessary during implementation. These frameworks also guide the development of detailed implementation plans and program or project budgets.
